Dr. L. Pettis Patton
I am honored by your trust, girded by your support and elated to be the first woman appointed by the Portsmouth City Council, as City Manager, in this great city’s 263-year history.
Portsmouth, an Official Coast Guard City, is a historic and robust city, the place where John Wood in 1621 recognized its beauty and strategic location with miles of waterfront property on the Elizabeth River. I affirm that our City is too great, its history too rich, and its people too strong, for us to wait and see what the future may bring, but rather, we must create the bright and prosperous future that we envision …“The New Portsmouth.”
In order to achieve this, I have come up with a three guiding principles based on the goals identified by the City Council:
- To create a bright and prosperous future redefined by collaboration, unification, and rededication through citizen and community engagement…creating “The New Portsmouth.”
- To achieve our city’s vision and move in a forward direction characterized by methodical deliberation and expediency with employees who work tirelessly to make the best decisions toward achieving the goals and setting the course.
- To ensure cost effectiveness, government efficiency and protection over the city financial resources where employees are courageous decision makers with financial acuity.
As the City Manager, my job is to ensure that the city maintains services, programs, and facilities that meet the needs of the community in a fiscally responsible manner. All of us who work for the City of Portsmouth are proud of the work we do to serve our community and keep Portsmouth as a special place.
Whether you are a resident or a visitor, I invite you to enjoy all that Portsmouth has to offer. If the Office of the City Manager can be of assistance to you, please do not hesitate to contact us.
