City Manager

Recently appointed the Interim City Manager of Portsmouth Virginia, Mr. Pace has over 23 years of municipal experience. Having previously served Portsmouth as Director of Marketing and Communications and also Deputy City Manager, he has a sincere “Passion for Portsmouth” and works to maximize every opportunity to benefit the citizens of Portsmouth to align with the City Council’s Vision to be a prosperous, lifelong learning, a safe and friendly city.

In this position, he implemented the strategic marketing plan, provided oversight for the City’s advertising agency, and collaborated with internal departments and external businesses to create awareness of offerings, increase the return-on-investment, and positioning Portsmouth as a city of choice within the Hampton Roads Region.

In 2001, Pace was employed by Norfolk State University. Hired as the Associate Director of Marketing, he ultimately rose to the position of Director of Marketing. In this role, he launched a regional branding campaign, wrote the Marketing Strategic Plan, and reestablished the department as the University’s in-house advertising agency that was responsible for design, media buying, and admissions marketing.

Known as the “Logo Guru” in Hampton Roads, Pace has designed numerous recognizable logos, brands, and signatures for the City of Portsmouth, Norfolk State University, Portsmouth Schools Foundation, and the Hampton Roads Black Media Professionals. Throughout his career, he has received a Telly Award for a Portsmouth television branding campaign, an Excel Award for a Norfolk State University print publication, and Savvy Award for the Portsmouth Corporate Graphics Identity System.

LaVoris is a 1987 Cum Laude graduate Norfolk State University. He also has a graduate certification from Virginia Tech in Public Administration, and he also holds professional memberships in a variety of marketing, communications, and municipal government organizations locally and nationally.
