Historical Context

City Council earmarked $30,000 in FY 2024 for neighborhood enhancement project funding to encourage residents to take a more active role in the beautification of our city.

Grant Program Categories

  • The Neighborhood Incentive Grant will provide grant opportunities for Neighborhood Enhancement Projects. 
  • Three (3) funding categories:
    • Beautification
    • Neighborhood Improvement
    • Special Community Initiatives
  • Projects must comply with all city codes and ordinances

Eligibility

(Same as all previous Fiscal Years)

  • Civic Leagues must be registered with the
     City Clerk’s Office
  • Neighborhood Watch organizations must be registered with the Portsmouth Police Department
  • Other neighborhood groups supported & endorsed by their respective Civic League

Instructions

  • Annual (1X) application cycle
  • One application per neighborhood
  • Projects must have their signed Civic League support
  • Signed Award Agreement with City
  • Documentation and Close Out
    • Projects must be completed by May 31, 2024 
    • Project closeout within 30 days of completion, including Final Report

FY 2024 Program Timetable

  • Announcements, Marketing, and Advertising: August 7, 2023
  • Applications Process Opens: August 28–September 22, 2023
  • Selection Committee Review/Notice of Awards: October 13, 2023
  • Grant Awards Admin Processing: October 23  -  27, 2023
  • Project Work Period: October 30, 2023–May 31, 2024
  • Project Closeout/Final Report Due: June 21, 2024
